Well the bumpstock thing is a reinterpretation of the NFA on the ATF's part, I don't know if that needs any sort of approval outside the organization
it's just a decree being issued by the DOJ

Besides, the trump administration would be behind them anyway if it did need further approval, Trump is the one that asked them to reinterpret it in the first place
