Well PDW cartridges are basically shooting for intermediate cartridge performance in a smaller range profile.
It also helps that in doing so you make them tiny and can therefore carry and fire much more of them.

It's not impossible to have a "fast" and "slow" RoF toggle.
So you have a CQC lolnope magdump setting, and a controllable "slow" RoF that lets you actually hit things further than arm length.
