The Christchurch Principles" 1. PRINCIPLE OF EQUAL PARTICIPATION: the democratic ideal that everyone should have opportunity to participate on equal standing in public life, to have a fair role in government and culture. 2. DUTY TO PROTECT: states have a duty to protect citizens from rights violations, as well as degradation of the democratic norms, practices and institutions which create most favourable conditions for flourishing of rights. 3. RESPONSIBILITY TO RESPECT: businesses have a responsibility to respect human rights and democratic norms, practices and institutions, by ensuring that their activities align. 4. RESPONSIBILITY TO REMEDY: when rights are violated & democracy degraded, judicial or non-judicial remedy is required by states, businesses or civil society, in accordance with their powers and capabilities. 5. PRINCIPAL OF STRUCTURAL CHANGE: remedy should prioritise the structural level, the causes rather than the symptoms, especially by addressing regulation and business models.
6. DUTY OF CARE: digital technology companies should exercise due diligence in their activities to identify and mitigate foreseeable impacts on rights and democratic institutions. This duty can be operationalised in various ways, through tort law, statutory or company policy. 7. PRINCIPLE OF DEMOCRATIC MEANS: democratic ends can only be achieved by democratic means, so integrating norms and practices like inclusivity, transparency, reciprocity and accountability is vital. 8. PRINCIPLE OF DECENTRALISATION: a democratic model tends toward decentralising power in all realms, whether political, market or digital power. This can be achieved in a variety of ways, such as anti-trust laws, multistakeholder committees or local offices. 9. PRINCIPLE OF INCLUSIVITY: inclusion of diverse voices, experiences and perspectives is essential for anticipating and remedying challenges, and addressing biases and imbalances. 10. PRINCIPLE OF COMMUNICATIVE ACTION: democracy requires not only free information flows, but effective communication that citizens can trust to make important collective decisions. It needs to sort honest from dishonest, relevant from irrelevant, authentic from fake, etc.
