In fact let me do it right now 1- Increase Permaculture, create private and public incentives for people to grow their own vegetation on their private property. Provide free well organized online resources to help people start growing food in their apartments or lawns
2- Create extra reserves that store water during rainfall. Incentivize everyone to collect and store as much rain water as possible and then use that to grow more plants. Tax cuts for every barrel you collect and store so it can be used in irrigation, farming, crop maintenance etc

on the top of my head we have two ways that have very little govt intervention and mostly requires ppl to do shit
