If it is freely available, and not heavily regulated - then I suppose a normal state of de-facto eugenics will arise.

Men and women will try to breed superior children in their own individual fashion. This would take many forms.

If the artificial womb is something similar to cloning then the lack of genetic diversity in offspring could be harmful due to emergence of recessive genes. If the artificial womb allows genes from different people, then it would be best to observe what the elites do and take notes

I personally dont think there will be a huge demand for artificial wombs because most ppl will have no money since automation would have taken most jobs
