I'm not aware of any IRC client that will not use DNS resolution.

You should be able to set irc.alina.net to resolve to 45.46.75.226.

It looks like you're using the 101domain name servers at the moment, so you'd probably use this: https://help.101domain.com/hosting/using-plesk/link-a-new-subdomain

I remember I had to do something similar to this when I set up a subdomain for my Minecraft server, which is also not a webpage. Though I went through DigitalOcean.
Well, I was using namecheap as the registrary, but pointing to DigitalOcean's nameservers.
BTW, would recommend them. Their most basic VPS is cheaper than a lot of other places' shared hosting.

Thing is you could always install Bind and set up your own nameserver, and have your registrar point to that.

You could probably file a ticket to get a record pointed at your irc server.
DigitalOcean has a nice comfy panel for doing DNS stuff like that, though.
