Great thing about the potato cannon idea is that the combustion chamber and the barrel don't need a Ridgid connection. So as long as the barrel is strapped to the side of the main guns. You can aim it like a tank still

National waters are ridiculously well monitored compared to the land borders. A dingy will get spotted and picked up by coast guard within and hour of entering the waters unexpected

The problem is Bretton Woods was not an economic arrangement on our end. Most of our trade is N America. It was an incentive for allies in the Cold War.
