It does what it is intended to do~ Without the wall those three would have simply crossed over. One or two could have escaped. Where as two were prevented and the one was quickly grabbed.

it makes crossing a task that takes time rather then just walking past a line, that you can then turn back and get away if you cross that line again.
personaly, i would have the wall far enough back that even being near it is reason enough to pick these people up.

two walls is a good idea anyway because then once they cross the first one they are stuck till you grab them.
course i would also put a remote gun turret on a rail on the top of it anyway.
once something was spotted that shouldn't be there the turret would run out to the location with a bullet hose mounted on it.
use the area to train UAV pilots while also useing the UAVs to spot people comeing up to the wall.
