I like the ideas and issues that he brings up, but disagree with implementation of certain things

tbh the best control test would be a city on the edge, because then you could see if it works, the trade off would be increasing tax rates of the locals (end users) and stating clearly they can cancel their insurance for the duration of the test- now the reality is the insurers are going to want any such test to fail so they will probably state "if you cancel and come back later were increasing rates" etc.
