I've seen it in my local gov't every time. They've been wanting to expand the Convention Center. They kept putting it up for a vote for 3 years(probably more) to get "funding" and approval every year it was rejected they finally "found enough" to do it without voter approval and a new fee/tax.

I think Bloomberg's entry was more cowboy than invite. I say that because look at his campaign. It's so overwhelming and suffocating, it's actually mostly harming Democrats.
