Every single person w/401ks, IRAs, or any kind of holdings in mutual funds or owning shares directly. They have the ability to vote every yr or make their positions known in annual/quarterly meetings

So for example, if you invest in X mutual funds
Your shareholder rights in the MF can dictate how the PM(Portfolio MAnager) runs the portfolio
So it's 1 extra in between from you to the target company
The Portfolio Manager must answer to their shareholders in the investment fund
So basically you organise a vote at the fund, and if successful the fund would act in a certain way
If a significant enough investors threaten to pull out of their funds if they don't divest from X, you can bet your ass they'll comply
