They generated a "need" for doctors and nurses by requiring nurses to have an extremely expensive degree, and by deliberately limiting doctor training places in order to try and increase doctor salaries and give them bargaining power
They generated a "need" for agricutlural labour by regulating casual seasonal labour out of existence
They generated a "need" for practical skills (electricians, plumbers, builders) by getting rid of all of the decent apprenticeships and contracting out of everything to gigantic corporations with no interest in their staff skillbase
