Why is that a problem if I can launch the steam application with no connection to the internet?
Despite what you may think, offline mode still requires you to access steam database in order to list your game library.
Without that database, what happens?

Exit steam, right now and try to open a game because i will guarantee you that it'll open the steam exe.
Why is it a problem that it launches steam.exe? Steam.exe launches fine with no internet connection.

I have used steam and played steam games for months at a time without being connected to the internet. How would steam closing its doors and turning off its servers change that?

Without the larger database, there's no authorization pass. Which means no login, no login to any kind of online or offline mode.

Your games on steam are stored within the database, and if that database goes away you won't have game.s
You might be able to log in, but your library would be empty.
Several years ago, this happened. Nobody could log into steam for 48 hours and those that managed it found their profiles completely barren and void of any information because Valve's datacentre had a hardware issue.
All steam games have an ID. 4000 is Garry's Mod for example. Each ID has an authorization pass. You might be able to launch games that *don't require a valid steam ID token* but you will not be able to run any game that does
Which is 90% of all steam titles.
