it's bad around the coast and in the city here largely because during the 90s, the blair government ran out of social housing in london and started moving the druggies and crims out here where it was cheaper
It's only two pounds a hit in Stoke
Compared to like 10-15 elsewhere in the country

sadly you're not going to be able drug addiction through draconian laws and enforcement
this has been proven time and time again

well you need to consider why these people are junkies in the first place
there's good evidence to suggest "susceptability to substance abuse" is a heritable trait
and generally substance abusers come from broken homes, have had catastrophic life failures, health problems and so on
