well you need to consider why these people are junkies in the first place

there's good evidence to suggest "susceptability to substance abuse" is a heritable trait

and generally substance abusers come from broken homes, have had catastrophic life failures, health problems and so on

I'd argue they have a fucked dopamine system and possibly a genetic predisposition
