The 'Obamaphone' program was created in the 1980s as a small grant of 15$ to those elderly on social services towards their phone bill. Today every house on welfare is eligible for this and the price of mobile service is low enough that there are companies who can offer a service for free through this grant. As much as I hate the government this is what a proper social welfare service should look like. It produces a lot of competition between different cell phone companies to give the best plan for 15$.
