You could literally just call out to the dog in a friendly voice and be immediately able to tell their temperament or if they're rabid

and yeah i wouldn't shoot first either obviously animal control is the first choice but i still think people need to stop treating animals like furry children that don't need to be properly handled

my dog is smart and curious so for her own safety if she's out in the yard we leash her up so she can't get out
