Mostly a business one.

They are seen as capable

They get jobs from *both* the devil, and a demon(s) that conflict which eachother. And it has to do with something in the river area.

They cant possibly help both.

So they need to help one of the them, the other side finds out, and boom now you have more conflict.

Lets say the devil wants a special artifact thats creates water or smt, which they want to eat. Demons want to controll it for a weapon or smt.

They can take it, and give it to one of the groups (which they have been contracted by), or they can fix the river. BUT it only has one use, so if they use it on the river they cant finish the contract.

I don't think demons can plan that... unless you mean devils
