Taxis can get away with it. They can drive the car to 50k miles (or whatever they drive it to), then sell it off and forget about it.
As long as it's reliable up to then, no reason to care

My car averages 35mpg in pure city driving. A Prius gets 55.
so it's not quite the same scenario

A Cruze diesel 6MT is $23k
An equivalent Prius is $1k more expensive but achieves the same average mileage per fuelly for most people
I mean, maybe it's worth it in the city, but you'd have to drive a _lot_ to make up that difference.
I think it comes down to brand value as well

"chevrolet" these days for most people is just a step above cars like Kia and below toyota
I haven't driven a prius in some considerable time, I remember the older ones were "okay" until you hit about 80-85
at which point they felt awful
I've ridden in a newer one.
It is horrendous to drive.
At a guess, I would assume the prius interior was of slightly higher quality than the cruze but I've never been in a cruze

I mean genuinely used car prices rarely reflect cars being good or bad, they reflect original cost and perception to a far greater degree
