it will make the data sent to the server per second less, so its less likely to buffer

that's not really bitrate, bitrate is the amount of information sent which is a set number of x bits per time, not resolution.

Something can be 1080p but still have a low bitrate due to the fact that it for example only shows one bright colour and doesn't have any changes, while something else with 720p (lower resolution) can require a higher bitrate to still keep that resolution due to the fact that there's colourful confetti everywhere or for example snow or rain
