It dosen't serve the public. It's a net negative. A tiny reduction in consumption dosen't show them to be effective, because you would have to prove that reducing consumption reduces crime, and improves overall public happiness and wellbeing.

first of all, you have no basis to say that the reduction in consumption is 'tiny' - that depends on the context of the laws and the state that is enforcing them as well as the nation they are being enforced on - they are probably ***very significant*** reductions in the United States, second of all we know that reducing consumption reduces crime and overall happiness because we know the effects of these drugs on societies
