I think it's combination of multiple factors.. the teaching system is pretty inefficient (how can you expect kids to have so long attention spans every day every week?) , teaching too much bs stuff that don't actually matter, teaching in manner that favors women, teachers having too big classrooms to handle, teachers that don't care or are stupid...
