impeachment does not mean that the president is removed

it means that the president's immunity from prosecution is removed

once an officer is impeached then the government can bring charges against them

once they are convicted of a crime, they vacate their office

so there are two steps for the government to remove an officer - impeachment, and conviction

under Constitutional law, the House of Reps (which is Dem controlled since 2018) has the purview of impeachment, and the Senate has the purview to hold trial
