More cores does not mean more speed a lot of the time as most applications do not take advantage of all the cores avaliable.

It depends. I have a AMD FX-8350 that is overclocked. It is 8 cores, but only has one processing thread per core, compared to intel which has 2 threads per core. Intel tend to be faster but more expensive. Ryzen is good for the price.

AMD are good for budgets builds basically. If you have the cash to splash go with Intel.
