Even with, say for instance, an "internet bill of rights" that people so often express craving for. It would be naive to accept this measure, and not expect it to be a backdoor to somehow fuck you over.
I think, for the most part, people are just gonna have to be backed into a corner before they'll actually consider organizing in the necessary fashion. If they are afforded any comfortable retreat, in which they suspect they can retain some vestige of what they value, they'll continue to do so. Only when it's obvious that retreat means annihilation will most turn and fight.
