The strange part is, when I was contemplating what I had heard about WWII from the german front, I'd mentioned before that this very strategy probably could have given them a better shot, if successful.

Basically, it's a memoir from one of the generals describing how one of the difficulties with winning the war with the soviets was that Hitler didn't adopt a strategy to effectively recruit russian dissident populations against stalin, even though many were available. The assistance they did get from them seemed to be more incidental, rather than due to a specific policy or campaign, and this really could have helped them.

the thing with WW2 is that no research is total, we lack so many documents
but the most basic reason is, arming a tonne of Russkies isn't a solution
that would probably create more problems than it would solve
also there was never an organized attempt to resist USSR or to rebel
and at least when it comes to the Ukrainians
the specific kind of documents that would be useful to verify this would have to do with what was the proposed political and propaganda program the germans were instructed to use on the russians, their policy regarding russian defectors, and records and details of the events of towns they conquered and troops who surrendered to them
Hitler was arming dissidents in Eastern Ukraine since the 1930's
this wasn't even a thing where they would have to arm all of them, at least some of them were already armed

but we don't have all of it
