Well, the thing about laws is some are in place knowing full well you can't enforce them logistically, but the social elements of such law and the social and cultural consequences of breaking such a law are what act as the punishment and deterrence for said outlawed acts.

Take pornography, for instance. The internet can't be fully policed. Even in countries where porno is banned, such as Korea. But imagine the shame and derision you'd meet from your peers if you were a) caught, or b) had the sword of doubt hanging over your head.
