Childan sounded Anglo name, but I'm not an expert. I feel he was white, didn't think he was a bad character at all, he was unlikeable, yeah, totally, but not badly written. He just embodied the spirit of total submissiveness.
And that is one reason why Nazi America looked so idyllic, especially when compared to white lives under asian occupiers.
