Saying 'just don't be frivolous' to someone who's planning to get tattoos to express their region of origin and to cover up their skin is no different than encouraging them to sin outright

If you see no difference between tattooing your arms in order to cover up 'chicken skin' and getting a tattoo to commemorate your pilgrimage to Jerusalem (even though I view that as being equally stupid although not necessarily sinful), then I can't help you.
