There are involuntary types of anarchy, for instance ones that advocate violent revolution or killing off of landlords and capitalist like some ancoms

Government is a political form of governance enforced by the police and military, governance is just a hierarchal structure for order, like management in a business in voluntary form, but the involuntary form is what you probably call a state, but a state is a geographical location first, then it’s second and third definitions get political
