Gym Leaders are mostly examples to kids in their towns and they often do some important job in the city. Dark type trainers just want to be strong and win at all cost, sometimes they even play unfair. Every single Dark type Elite 4 member had a Pokemon with Sand Attack, and throwing sand into your enemy's eyes isn't exactly the fairest move. Since Elite 4 is all about a trainer's strength rather than helping others, there are some Elite 4 Dark trainers, but there can't be a gym leader using Dark type Pokemon.
