As far as I understand it, the 'Obama was born in Kenya' started because the Hillary campaign found out that he had lied about being from Kenya when he applied for college, because at the time being a foreigner would have helped him more for admissions than just being black, and he was a shitty enough student that he needed all the help he could get.

I don't know where to find any evidence that he actually lied on college admissions though.
