I don't necessarily see it being something that could destroy 2A but it all depends on how it is structured, what checks and balances are in there, how rapid is the response, how speedy is the appeals process is there limits on when they can take them?

you might not stop all but if you could prevent some
sometimes the best you can do is manage an issue, you're not going to stop all crime but you should make it as difficult as possible for them to do it
