I don't think it's a question of quality. I don't think there will be a sequel.

If there was it would just be a batman vs joker movie which could be a procedural continuation but there wouldn't be a thematic connection.

Even if Joker remained the protagonist, his dramatic art is complete. It would be him being a comic book villain which could be a fun ride but wouldn't be nearly as well suited for social commentary.
