Cities often hire incredibly incompetent arborists to plant trees along streets

but like you would have to remove brick to get that done

or if the brick was done after just do that around the trees

I've seen them plant the wrong type of tree in one spot along the road on multiple occasions

I think it may have been the second one

but that I can understand at least that pic is just such gross incompetence that I would not believe it

Maybe whoever laid the brick didn't understand the point of the holes?
