What they want, ultimately, is a steady character rollout so they can keep making money at an increasing rate. I bet you anything that if the "foundation" characters for a given arc were unsuccessful/unpopular, that they would just write them out

I've heard rumors that they have two version of end game. one where captain marvel is important and where she's less important. They'll decide which one to use based on how captain marvel does. I don't really believe this rumor, because the release date seem to close to me to be able to make that decision.
