@Mystic axe making the senate non partisan is not the same as making it impossible to repeal Trudeau's changes, and outside of a constitutional amendment he can't really force that shit into law forever.
I think you can make the case that he's not being wholly sincere, and that he's basically sneakily putting in an ideological bent, but that's also quite easily reversible
