So at the end of the movie they're still ethno-nationalists, they're just letting people know they exist, and letting people buy their services (mercantilism too).
I mean Wakanda is made of of several tribes, so you could argue they are Civic Nationalists, although the "civic" is never articulated and they don't like outsiders, especially the white guy
The multiple tribe thing kind of makes no sense since the grievance about colonization is that it made countries made up of completely different groups
