I'm not sure on that front. I remember seeing the manufacturers having to turn over all their remaining inventory (and costing them quite a bit of money) but I don't know about individuals and the level of compliance

I believe there was a point in time at which the ATF considered a shoestring a machine gun, because an M1 Garand has an action such that you can make it fire all 8 shots automatically with just a shoestring
