The reason they do is they have never experienced a culture where it's normal for people to open-carry in town.

As soon as you spend time in an area of America where people just carry everywhere, concealed or not, you learn very quickly that it's no different from people walking around with fire extinguishers on their belt... They are tools for an emergency, and they can save lives when they're available.
