I don't remember who it was exactly, I want to say Avellone, but one of the original creators has been known to say that he always viewed Fallout 1 and 2 as the last gasp of a dying species, not a new beginning, and I've always liked that.

Also, House's plan gets real dumb the more you know about it. He wanted to focus his power on rebuilding New Vegas to a point where he could build a space program, and then leave earth to live in space, which seems pretty ridiculous to me.

As far as we know, it wasn't a thing that could be done in the world before the bombs fell. It never seemed clear to me that people of the wasteland even had the ability to build new factories and such, with one exception.
