I don't remember who it was exactly, I want to say Avellone, but one of the original creators has been known to say that he always viewed Fallout 1 and 2 as the last gasp of a dying species, not a new beginning, and I've always liked that.

As far as we know, it wasn't a thing that could be done in the world before the bombs fell. It never seemed clear to me that people of the wasteland even had the ability to build new factories and such, with one exception.

So they would have to rediscover manufacturing and all that to even get to the point where they were before the apocalypse.

Hmm. The Van Graffs, the Gun Runners, the Pit. To name a few established manufacturers.

And bringing back manufactoring to create instead of just scavange and loot is something House would push. He is a capitalist.

As far as I know, the gun runners are the only ones that actually built their own manufacturing, rather than refurbishing something that already existed.

I know The Pit had manufactoring, that was a big plot point. Might be wrong about the Van Graffs, but I thought they were on the same level as Gun Runners.
