so i have a government question
hang on, i'm getting my proper setup of the question prepared, there's a lot of context
i'm making a nation for Dungeons & Dragons, and basically there are five towns within this small nation and each one is governed by a clan of Dragonborn (a race of dragonlike humanoids), and to handle national matters i want there to be a council of 5 representatives, 1 from each clan's local government that work closely with the clan leader. these representatives would be elected by the town citizens, while the clan leader would be determined by a dynasty. i dunno if this already has a term, but i'm pretty fucking daft and uneducated so please tell me what it is lol

it sounds like federal level is scaly representative democracy, but with scaly fiefs making up the states
