I overall agree with the concept of citizenship application you lay out, and have had some similar ideas of my own of how to make sure citizens actually agree to the the ideas of a country. I'm not convinced this system could work though without some kind of non citizen class that still has to abide by the government's laws. What happens to the Marxist teenagers when they graduate high school? Are they deported?

I wish for a society like Heinlein laid out in Starship Troopers, where voting rights are earned instead of just handed out.
