The enforcement of the law, in practice, is not
So this happens with literally every law

A law that increases carbon taxes, for example, has been argued to disproportionately effect the poor and be regressive... (I don't know the truth)
And you still have to implement the laws then find out. In which case, you still have to increase more authority... because you probably do want a carbon tax. But then you also want to force corporations to not shift their burden onto consumers
(but they're going to do it no matter what)
I don't want to answer for whomever is being socratically questioned but... meh
