try a usb isolator or make up a special cable
you want a 5v 500mA-or-more wall wart, a 10k resistor, the relevant jacks

basically a resistor on the computer's end of the usb power so it sees something there, and a separate 5v and gnd rails from wall wart for the dac
I have a blitzwolf microusb and while I've only had it like a week it's by far the best cable I've ever had
or, easier, just try using a usb isolator

@Windatica do you hear any noise when using other usb devices and/or does the hum have a really consistent frequency and just kinda get louder when you raise the volume
there's some decent possibility of the power lines being so noisy they're actually affecting the amplifier bit of the usb dac
there is a constant noise that gets louder if a loud noise is played, but if I change my volume it stays at a constant volume
