The registered letter from customs said that an invoice would not be accepted. Guess they know that China sellers will always just fake those. They specifically asked for either Paypal or CC bill.
The problem is that GearBest pretended to be the Chinese government

Specifically, they claimed to be the "National Tourism Administration Presss" and ship from "No. 9 Jianuomen Inner Street", which is an extremely upscale area of Beijing. They even put official looking government stamps on the shipment box.

Harass their call centre until you find someone who can explain to you in simple terms what you must do to have your 3D printer released
Record the call and refer back to it if you have to
If they want information from you it isn't seized, it's being held until they work out an appropriate fine, once they have the info they need they release it to your door with a customs bill on it
If it were seized you just get a letter saying "your package is destroyed btw"
