Yea, good luck finding any portable device to play PSP or Vita unless they are a PSP or Vita. (I know about the GPD handhelds, dunno how they do with PSP emulation)

I'd say a Single Board Computer would be the best option, I find it easier to do python scripts and use crontab to schedule stuff. Most Single board computers do take a second to boot, but that's par for the course. Maybe using a fast MicroSD card would decrease boot times?
