Generally it's not about cost, it's about how much better it performs compared to my current card. Mine does pretty well, just want that HEVC hardware encoding. Basically don't want to pay a lot for a minimal improvement, just to get HEVC encoding. I don't aim for ultra settings in games

Last time I encoded a blu-ray rip in HEVC, it took 6 hours for a two hour movie

yes. I don't use my server over the internet, so it doesn't have to compressed down so much, but throughout my home, it makes it nicer
