nigga I have played with literally hundreds of monitors, screens, and TVs, even old CRTs, V-pos is only for analogue signals like VGA
I have never seen a screen that doesn't have a frame moving option
And I worked in an electronic store for a while
it don't matter anyhow, because I actually tested the converter box with 2 screens, (a TV and a PC monitor), same problemo
the problem is within the converter box for sure
even tried 3 different HDMI cables, just to be super sure
