strobes if they are properly timed you can use them to check machinery speeds (i doubt average joe bothers with that function)

but yeah as nobody is insane enough to built stroboscope into those lights its just for guards etc

stroboscope would need actualy accurate circuit for the strobe and controllable speed for it
